विधेयक संघीय संसद्को कुनै पनि सदनमा प्रस्तुत गर्न सकिने, अर्थ विधेयक तथा नेपाली सेना, सशस्त्र प्रहरी बल र प्रहरी सम्बन्धी विधेयक प्रतिनिधि सभामा मात्र प्रस्तुत हुने र अर्थ विधेयक नेपाल सरकारको सिफारिसमा मात्र पेश हुने व्यवस्था छ।
