प्रदेश सभाको अधिवेशन नचलेको अवस्थामा प्रदेश मन्त्रिपरिषद्को सिफारिसमा प्रदेश प्रमुखले अध्यादेश जारी गर्न सक्ने, यस्तो अध्यादेश ऐन सरह मान्य हुने र अधिवेशन प्रारम्भ भएको ६० दिनभित्र पारित नभए निष्क्रिय हुने संवैधानिक व्यवस्था छ।
