धारा २०४ ले प्रदेश सरकारलाई प्राप्त हुने सबै राजस्व, ऋण तथा अनुदान रकम प्रदेश सञ्चित कोषमा जम्मा गर्नुपर्ने अनिवार्य व्यवस्था गरेको छ। प्रदेश कानुनबमोजिम बाहेक उक्त कोषबाट रकम झिक्न पाइँदैन।
