संविधानमा अन्यथा व्यवस्था भएकोमा बाहेक संघीय संसद्को कुनै पनि सदनको कुल सदस्य संख्याको एक–चौथाइ सदस्य उपस्थित नभई बैठकको कारबाही प्रारम्भ हुन नसक्ने व्यवस्था धारा ९४ मा छ।
