राष्ट्रपतिले संघीय संसद्को कुनै सदन वा संयुक्त बैठकलाई सम्बोधन गर्न सक्ने र निर्वाचनपछिको पहिलो अधिवेशन तथा प्रत्येक वर्षको पहिलो अधिवेशनको प्रारम्भमा संयुक्त बैठकलाई सम्बोधन गर्नुपर्ने व्यवस्था छ।
