संविधानमा अन्यथा व्यवस्था भएकोमा बाहेक संघीय संसद्का सदनमा निर्णय उपस्थित भई मतदान गर्ने सदस्यको बहुमतबाट हुने; अध्यक्षता गर्ने सदस्यले मत बराबर भएमा मात्र निर्णायक मत दिन पाउने (धारा ९९)।
