Description

Cicero held that true law is "right reason in agreement with nature" — universal, unchanging and eternal, binding on all peoples at all times. Drawn from divine reason rather than human enactment, it is the foundation of justice; any human law conflicting with it is no true law, and no senate or people can release one from its obligation.
